Sounds neat, here’s a tool to make misbehaving commercial interests behave better. The 1980 act which allowed use of federal patents by commercial interests had the same carve-out, but it hasn’t been used in 40-odd years. Threatening a bigger hammer probably just shifts research into private hands.
